Sam Bean is Special Counsel out of Buchalter’s Nashville office and a member of the Firm’s Litigation and White Collar & Investigations practice groups. He represents companies and individuals in high-stakes civil litigation, criminal and civil enforcement matters, government investigations, and regulatory disputes, with particular experience litigating against and alongside federal agencies.
A former federal prosecutor and Department of Justice trial attorney, Sam brings substantial federal-court experience to complex disputes and investigations. His experience includes first-chairing a two-week organized-crime trial that resulted in more than a dozen convictions, prosecuting financial-crimes and tax matters, and handling large-scale fraud and COVID-related fraud investigations.
Sam previously served in the Department of Justice’s Tax Division and later in DOJ’s Federal Programs Branch, where he handled national security, constitutional, regulatory, and Administrative Procedure Act litigation. His Federal Programs experience included novel CFIUS-related enforcement litigation, including leading the first enforcement of a CFIUS divestment order and developing a court-granted remedy that may serve as a model for future CFIUS divestment litigation. He also advised on inbound and outbound investment regulations, giving him distinctive insight into how federal agencies investigate, enforce, litigate, and resolve complex national-security and regulatory matters.
