“Powell explained that roughly 30 to 40 states have enacted NIL-specific laws or established related policies, which then creates an array of various different guidelines, setting no clear foundation of what all universities should follow.

‘It’s moving faster than any of the parties can essentially manage right now … Congress’s attempt is to put some sort of order on the collegiate sports system … so that all the universities that are a part of this are not operating under 150 systems,’ said Powell.”
