James Mosher is Of Counsel in the Firm’s San Francisco office and a member of the Energy & Natural Resources practice group. Mr. Mosher is an energy and utilities attorney with over 30 years of experience in energy markets including crude oil, natural gas, biomethane, electricity, and carbon. Prior to creating his consulting firm, Copper Beech LLC, Jim worked for both a large, integrated oil company as well as a mid-sized independent oil, gas, and power producer.

Mr. Mosher was Engineering Technology Manager – CO2 & Energy at Aera Energy LLC, a position he held for nine years. At Aera, Mr. Mosher served as an internal consultant to Aera’s senior leadership and its 1400 employees. He led the Energy Group, an internal one-stop shop for all energy commodities and related regulatory issues, including cogeneration, natural gas, and electric utility matters. He leveraged Aera’s Strategic Business Development group in the areas of corporate price premise development, CO2 capture for EOR injection, renewable energy project analysis and due diligence for asset acquisitions.

He developed and implemented Aera’s initial AB32 Cap-and-Trade compliance and carbon procurement strategies and functioned as an internal energy policy advisor. He also served as a company representative to various trade associations, including the Energy Producers and Users Coalition, California Gas Monitoring Group, and the Kern River Rolled-In Customer Trial Group. Mr. Mosher was an active member of the Midway Sunset Cogeneration Company management committee.

Early in his career, Mr. Mosher gained extensive project engineering and management experience with several Shell Oil Company affiliates. Large-scale projects included turbine-generator station design, electrical transmission and distribution, electrification of combustion equipment, thermal EOR facilities design, and gas processing. His consulting experience includes biomethane contract development, municipal utility gas supply sourcing, fuel cost prudency reviews and serving as an expert witness in energy-related contract litigation and electric utility and gas utility rate cases.

Mr. Mosher received his J.D. degree from the University of Michigan Law School, an MBA from Pepperdine Graziadio Business School, and a B.S. in electrical engineering from Michigan Technological University.
