Daniel Silva, a partner at law firm Buchalter and former federal prosecutor, said the allegations likely could have supported charges against Zhao carrying stiffer penalties like fraud or money laundering. "He was at risk of much more serious charges, and so this resolution is a very favorable one for him," Silva said.
