Anna G. Thomas is a member of the Health Care practice group at Buchalter. Anna represents health care providers and managed care provider-based and specialized health plans. Anna counsels clients in business transactions, helping them sell or acquire various types of businesses.

Anna also focuses her practice on Knox-Keene Act licensing and regulatory compliance for both full-service and specialized health plans offering vision, dental and mental health services. Anna understands the complexity of state laws and regulations relating to health care providers and health plan rights and obligations. Anna’s experience with health plans includes initial licensing applications with the Department of Managed Health Care, regulatory approvals of mergers and acquisitions, service area expansion, third party administrator contracts drafting and negotiation, plan-to-plan arrangements, medical surveys, corrective action plans, and on-going regulatory compliance.

Further, Anna advises clients in various matters relating to health care facility licensing, change of ownership filings, and relocations.

In the corporate law field, Anna’s practice areas include individual and corporate business transactions, including mergers and acquisitions (M&A) and joint ventures. Her M&A experience spans a diverse array of industries, including health plans, large physician-owned provider groups, licensed healthcare facilities, substance abuse rehabilitation providers, veterinary practice, online retail, HVAC company, start-up seed financing, and a merger of a publicly traded holding company.

Prior to private practice, Anna was a law clerk for the California’s Health Benefit Exchange (Covered California) and the California Department of Public Health.

Anna was selected as one of Northern California’s “Rising Stars” by Super Lawyers Magazine from 2019-2024. Most recently, Anna has been recognized as one of Sacramento Magazine’s 2023 Top Lawyer in the field of Health Care.

Ms. Thomas earned her J.D. at University of California, Davis School of Law, where she was the recipient of the Dean’s Merit Scholarship and earned a Public Service Law Program Certificate. Ms. Thomas received her B.A. from the University of California, Berkeley. She also earned an Associate of Science degree in Physical Sciences and Math from American River College.
