Christina Morgan and David Liu have co‑authored the “Trends and Developments” section of the California chapter in the 2026 Chambers & Partners Data Protection & Privacy Global Practice Guide.
Their chapter highlights that the California Consumer Privacy Act (CCPA) remains one of the most stringent consumer privacy laws in the United States, providing residents broad rights over their personal and sensitive information. They outline the law’s expanding compliance requirements, driven in part by the California Privacy Protection Agency (CPPA)—the nation’s first dedicated privacy enforcement authority—which continues to increase regulatory activity, issue new rules, and pursue significant enforcement actions.
