Jacob Rossman is a Senior Counsel in the Firm’s San Francisco office and a member of the Health Care and Litigation practice groups. He advises and represents health care providers in litigation with a focus on commercial and reimbursement disputes on behalf of hospitals, hospital systems, and other health care clients. Mr. Rossman also has expertise in federal health regulations concerning Medicare certification standards and health, safety, and quality-of-care enforcement against hospitals, skilled nursing facilities, hospices, home health agencies, and intermediate care facilities.
Mr. Rossman previously served as a senior attorney at the U.S. Department of Health and Human Services (HHS), Office of the General Counsel, Region IX, in San Francisco. He worked at HHS for seven years before joining the Firm. At HHS, he specialized in high-stakes enforcement cases on behalf of the Centers for Medicare and Medicaid Services. Mr. Rossman served as lead counsel in many of Region IX of HHS’s most complex and high-profile administrative litigation cases and federal cases. He also advised on Medicaid payment disputes with states and advised on hospital/operations matters involving the Indian Health Service. Before beginning federal service, Mr. Rossman worked for six years as an associate attorney practicing business litigation.
