6 February 2025 – Buchalter is pleased to announce that Mark Carter has joined the Firm as a Shareholder in its Atlanta office and as a member of the Firm’s Litigation Practice group.

Buchalter opened its Atlanta office in August of last year, and has since expanded to fifteen attorneys and support staff. This is Buchalter’s second location in the Southeast, following the successful launch of its Nashville office in 2023. This expansion solidifies Buchalter’s commitment to serving clients across strategic markets nationwide.
Carter has represented a wide array of clients, including construction owners, developers, general contractors, subcontractors, and suppliers across the United States and internationally. He is especially experienced in negotiating design-build, EPC, and material supply contracts. Carter has also successfully tried numerous construction cases in state and federal courts and in arbitrations and mediations conducted nationwide. His deep understanding of industry-standard forms, particularly AIA and ConsensusDocs, and his substantial experience with EPC contracts allows him to provide invaluable counsel to clients in all facets of construction law.

Carter’s expertise also extends to government contract law. He has represented clients in bid protests before the U.S. Court of Federal Claims and the Government Accountability Office, as well as handled claims before the Civilian Board of Contract Appeals, Armed Services Board of Contract Appeals, and Veterans Affairs Board of Contract Appeals. His experience includes working on government contract issues at the state, county, and local levels helping clients navigate complex regulations in both public and private sectors.
